Infosys to shift U.S. listing to NYSE Euronext

BANGALORE (Reuters) - IT services firm Infosys Ltd , the first Indian company to list on Nasdaq, will shift its American Depositary Shares to the NYSE Euronext in a move it said is intended to increase access to the stock for European investors.

Infosys , India's second-largest software services provider, is also seeking listing of its ADS on the Paris and London boards of NYSE Euronext. The moves will not affect its float or capital structure, the company said on Friday.

The company, which has been listed on the Nasdaq OMX Group Inc board since 1999, is the third most widely held Indian stock. It will trade under the "INFY" symbol on NYSE Euronext starting December 12.

Infosys Chief Executive S.D. Shibulal said the shift to the NYSE Euronext and its London and Paris bourse will also "broaden the trading window available" for foreign investors.

Infosys and larger rival Tata Consultancy Services Ltd want to boost their business in Europe, as more European companies look to outsource IT services to cut costs.

Europe accounted for nearly 22 percent of Infosys sales in the quarter ended in September, while North America brought in 64 percent of its revenue.

World stocks up on hopes for a US budget deal

BANGKOK (AP) ? Signs that U.S. political leaders may be closing in on a budget deal to avoid the so-called "fiscal cliff" boosted world stock markets Thursday.

Comments by President Barack Obama and Speaker of the House John Boehner that a deal to avoid a budget crisis could be reached before year's end was enough to boost markets in the face of disappointing U.S. home sales, a critical indicator of whether the economy is improving.

European stock markets opened higher. Britain's FTSE 100 rose 0.4 percent to 5,826.96. Germany's DAX advanced 0.5 percent to 7,382.93. France's CAC-40 added 0.7 percent to 3,538.65.

Wall Street also appeared headed for a session of gains. Dow Jones industrial futures rose 0.6 percent to 13,030. S&P 500 futures were up 0.6 percent at 1,416.10.

Earlier, Japan's Nikkei 225 index rose 1 percent to close at 9,400.88. Hong Kong's Hang Seng jumped 1 percent to 21,922.89 and South Korea's Kospi added 1.2 percent to 1,934.85. Australia's S&P/ASX 200 gained 0.7 percent to 4,477.70. Benchmarks in Singapore, Taiwan and New Zealand also rose.

But mainland Chinese stocks extended their slump to a fourth day. The Shanghai Composite Index lost 0.5 percent to 1,963.49, the lowest closing since Jan. 16, 2009. The smaller Shenzhen Composite Index lost 1 percent 743.43.

"Investors are getting more and more pessimistic towards the market after recent losses," said Peng Yunliang, a Shanghai-based analyst.

Obama and the U.S. Congress have until Jan. 1 to agree on how to trim the country's unwieldy deficit. Otherwise, a series of automatic tax increases and sharp spending cuts will take effect that could drag the world's No. 1 economy into recession. Obama said Wednesday he believes a "framework" for an agreement can be reached before Christmas.

"It's really a headline market at the moment. We'll probably continue to see headlines on the fiscal cliff supersede any economic data until it is resolved," said Stan Shamu of IG Markets in Melbourne. "The longer it stretches out, the more risk there is that it will cause further volatility in the markets. But for now, it seems markets are on the right track."

Among Japanese stocks, Nakayama Steel Works soared 55 percent after a Nikkei business daily reported the company will seek restructuring and loan waivers from banks. Kobe Steel gained 6.9 percent. Export-dependent shares also rose, including Yamaha Motor Co., up 3.6 percent; and Honda Motor Co., up 2 percent.

Hong Kong-listed property shares also posted solid gains, including Evergrande Real Estate Group, which jumped 6.6 percent.

Concern that the U.S. will go over the fiscal "cliff" has weighed on stocks since the Nov. 6 elections returned a divided government to power, with Obama staying in the White House and Republicans retaining control of the House of Representatives.

U.S. sales of new homes fell slightly in October, down 0.3 percent to a seasonally adjusted annual rate of 368,000. The government also said Tuesday that September sales were slower than initially reported.

In Europe, sentiment improved this week after Greece's bailout creditors agreed to pay its next installment of loans and outlined a series of measures to lower its debt load over the coming decade. Concerns remain, however, over the country's economy, which is expected to enter a sixth year of recession in 2013.

Benchmark oil for January delivery was up 44 cents to $86.95 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 69 cents to close at $86.49 per barrel on the Nymex on Wednesday.

In currencies, the euro rose to $1.2976 from $1.2932 late Wednesday in New York. The dollar rose to 82.15 yen from 81.90 yen.

Stocks rise and fall with twists in budget talks

NEW YORK (AP) ? Optimism that a budget deal will be reached in Washington sent stocks modestly higher Thursday. A pair of economic reports also brightened the mood.

The Dow Jones industrial average rose 36.71 points to close at 13,021.82.

The stock market took a brief turn lower when House Speaker John Boehner said little progress was being made in budget talks in Washington. The Dow was up as much as 77 points in morning trading, turned negative as Boehner made his remarks at 11:30 a.m., then slowly recovered in the afternoon.

Investors were encouraged by several positive economic reports, including a higher estimate of third-quarter U.S. economic growth, an increase in home sales and a drop in claims for unemployment benefits.

After a meeting with Treasury Secretary Tim Geithner, Boehner told reporters that Democrats still haven't said which cuts they would accept to government benefit programs, suggesting a final budget deal remains a long way off. Republicans have said that they are open to increasing tax revenues as part of an agreement but only if they're accompanied by significant cuts to spending.

Investors have been closely watching the talks between the White House and Congress over the "fiscal cliff", a reference to sharp government spending cuts and tax increases scheduled to start Jan. 1 unless a deal is reached to cut the budget deficit. New developments in the talks have whipsawed the market.

"It's a headline-watching market with this fiscal cliff," said David Brown, chief market strategist of the investment research firm Sabrient Systems.

Brown says the ongoing negotiations are likely to cause the stock market to take sudden turns in the weeks ahead. "But things seem to be moving in the right direction," Brown said. "I don't think either party wants to get pinned with hurting the market or the economy."

In other trading, the Standard & Poor's 500 rose 6.02 points to 1,415.95. The Nasdaq composite index gained 20.25 points to 3,012.03.

In the market for government bonds, the yield on the 10-year Treasury note slipped to 1.62 percent from 1.63 percent late Wednesday.

Stock in Guess gained 55 cents to $25.81 after the clothing maker joined the ranks of companies pledging special dividends to shareholders before favorable tax rates on dividends expire at the end of the year. The clothing company said it will make a one-time payment of $1.20 per share on top of its regular quarterly dividend of 20 cents.

Dividends, now taxed at 15 percent, will be treated like ordinary income next year unless Congress and the White House extend current tax breaks as part of a budget deal.

The Commerce Department raised its estimate for U.S. economic growth to an annual rate of 2.7 percent in the July-through-September period. That's much better than the 2 percent rate estimated a month ago and more than twice the 1.3 percent rate logged in the three previous months.

The Labor Department also reported that the number of Americans applying for unemployment benefits dropped to 393,000 last week, in line with what economists had expected. It was the second straight drop after Superstorm Sandy drove applications higher earlier this month.

Target, The Gap, and others retail stores posted poor sales numbers, driving their stocks lower. It's a crucial time for retailers, who log a huge chunk of their yearly profits in the weeks running up to the holidays.

Among other companies making news:

? Kohl's plunged 12 percent, the biggest drop in the S&P 500 index. The company posted a drop in sales and said stores in the Mid-Atlantic and the Northeast, areas hit by Superstorm Sandy, fared the worst. Kohl's stock lost $6.13 to $45.02.

? Kroger Co. rose $1.19 to $26.25 after the supermarket chain reported stronger quarterly profits and raised its earnings outlook for the year. Stronger sales helped the operator of Fred Meyer and Food 4 Less stores post better results than analysts had expected.

China considers easing family planning rules

BEIJING (Reuters) - China is considering changes to its one-child policy, a former family planning official said, with government advisory bodies drafting proposals in the face of a rapidly ageing society in the world's most populous nation.

Proposed changes would allow for urban couples to have a second child, even if one of the parents is themselves not an only child, the China Daily cited Zhang Weiqing, the former head of the National Population and Family Planning Commission, as saying on Wednesday.

Under current rules, urban couples are permitted a second child if both parents do not have siblings. Looser restrictions on rural couples means many have more than one child.

Population scholars have cited mounting demographic challenges in their calls for reform of the strict policy, introduced in 1979 to limit births in China, which now has 1.34 billion people.

Zhang said the commission and other population research institutes have submitted policy recommendations to the government.

Zhang, who serves on China's congressional advisory body, said any changes if adopted would be gradual.

"China's population policy has always taken into account demographic changes but any fine-tuning to the policy should be gradual and consider the situation in different areas," China Daily cited Zhang as saying.

The relaxed policy might be implemented first in "economically productive regions" and places that have followed closely existing regulations, the paper said.

ABORTIONS, TENSION

President Hu Jintao dropped a standard reference to maintaining low birth rates in his work report to the ruling Communist Party's five-yearly congress in early November, a break which some experts see as evidence of an imminent change to the one-child policy.

Demographers warn that the policy has led to a rapidly graying population that could hamper China's economic competitiveness.

Critics say it also has fuelled forced abortions and increased social tension stemming from an imbalance in the number of boys and girls.

Though forced abortions are illegal in China, officials have long been known to compel women to have the procedures to meet birth-rate targets.

This year, debate over the country's strict family planning rules erupted after a woman in the northwestern province of Shaanxi was forced by officials to have an abortion after seven months of pregnancy.

A growing number of experts expect a change to the policy, partly because of the demographic imbalances it is causing.

And some say the policy is no longer necessary because the cost of raising children in an increasingly prosperous society is already holding down birth rates.

Uninsured patients sue Chicago nonprofit hospital

A lawsuit filed Thursday claims a nonprofit hospital in northwest Chicago failed to provide charity care to two low-income, uninsured patients.

The case reopens a longstanding controversy in Illinois over whether hospitals are doing enough charitable work to qualify for lucrative tax exemptions.

The lawsuit claims Swedish Covenant Hospital repeatedly lost one patient's financial assistance application and threatened to send her bill to a collection agency.

It states the hospital incorrectly told another patient she was ineligible for assistance and demanded cash from her.

Swedish Covenant spokeswoman Leigh Ginther says every patient who is identified as uninsured is given an application for charity care and a personal explanation of the process. The hospital reported $6.2 million in charity care expenses last year, nearly 3 percent of its net revenue.

I am new to the group. I am the MD at disquom funktechnik in Germany. We are an ISP over here as well as wireless system integrator. Oil and Gas is definitely a topic of interest for us as we are doing work in the Middle East, but at the moment haven't tapped into this area.

Movado sets 75-cent special dividend, ups guidance

PARAMUS, N.J. (AP) ? Movado Group Inc. on Wednesday announced a special cash dividend, the latest in a string of companies to set one-time payments before the end of the year, and lifted its guidance for the year after a strong fiscal third quarter.

Shares rose $1.79, or 5.6 percent, to $34.02 in premarket trading.

The Paramus, N.J., company's special 75-cent dividend will be paid in December, as will its regular quarterly dividend of 5 cents.

Many companies are making special end-of-year dividend payments or moving up their quarterly payouts because investors may have to pay higher taxes on dividend income starting in January.

Investors have paid a maximum 15 percent on dividends since 2003. But that rate will expire in January, rising to as much as 43.4 percent for the highest earners, unless Congress and President Barack Obama reach a deal on taxes and government spending. Even if there is a compromise, there's no guarantee that the tax rate for dividends will remain at its current level.

Movado, which designs watches and runs stores in the U.S., also raised its adjusted profit guidance for the year ending in January to $1.50 per share from $1.40 per share. Analysts polled by FactSet predict earnings of $1.47 per share. The period includes the critical holiday shopping season.

The company still projects revenue of $510 million, in line with analyst expectations.

Net income in the August-October quarter more than doubled, to $34.5 million, or $1.34 per share, from $16.4 million, or 65 cents per share, in the same quarter last year.

The recent quarter's results included a $9.9 million tax benefit. Excluding that, the company said it posted an adjusted profit of 67 cents per share. Analysts expected a profit of 61 cents per share.

Revenue rose 12 percent to $160.2 million from $142.6 million.

Black Friday Gun Sales Set A Record, FBI Data Indicates

Fears that lawmakers might soon enact tougher gun-control laws may have triggered a run on guns on Black Friday, according to reports. The FBI says it fielded a record number of background-check requests for gun buyers.

"With the recent election, some people are making buying decisions just in case something [a new law] happens,'' Don Gallardo, manager of Shooter's World in Phoenix, Ariz., told USA Today.

The FBI said it took 154,873 calls on Nov. 23, a marked increase over the agency's previous record number of calls: 129,166 last year. The bureau was so overwhelmed that a few outages occurred at some call centers, WMBF reports.

The FBI does not track actual firearms purchases, and the number of weapons sold could be even higher than the number of background-check calls because customers can purchase multiple guns, USA Today reports.

Shira Goodman, executive director of the Pennsylvania anti-gun violence group CeaseFirePa, agreed that buyers' concern over potential gun restrictions likely were in play this year, CBS Philadelphia reports. But, as Goodman noted to the station, ?There was a lot of advertisement about what the re-election of President Obama might mean, although no action has been taken yet, or in his prior term, about limiting access to legal guns."

Meanwhile, gun-rights advocates celebrated the uptick in buyer interest. ?Responsible firearms ownership is popular, mainstream and growing,? National Shooting Sports Foundation President and CEO Steve Sanetti said in a post on OpposingViews.com. ?Americans in record numbers are choosing to own firearms for target shooting, hunting, collecting and personal and home protection.?

A 2011 Gallup poll indicated that 47 percent of American adults report owning a gun.

US Forest Service Clears Timberline Mountain Bike Trails and Skills Park

After a two-year public comment period, the U.S. Forest Service has cleared the way for construction of a lift assisted mountain bike park at the Timberline Lodge and Ski Area Complex.


The ruling came in a public notice approving an amendment to the special use permit held by RLK & Co., which submitted a proposal for the Timberline Mountain Bike Trails and Skills Park to the Forest Service in 2010. RLK?s proposal calls for using the resorts lifts to carry riders to the top of a 17-mile mountain bike trail system crossing ski trails and forested areas with the Timberland Ski Area.


The project generated more than 1,200 comments from the public, including letters and e-mails from environmentalists opposed to it and mountain biking enthusiasts who supported it.? The Forest Service said it addressed many opponents concerns in its Environmental Assessment, which requires project design elements that would prevent erosion and damage to vegetation, as well as watershed restoration projects to correct pre-existing sedimentation issues that would be implemented concurrently with the bike park and trails.


RLK has already contracted Gravity Logic to design and develop the mountain bike trail plans. Gravity Logic created the Whistler Mountain Bike Park, which is widely regarded as the gold-standard by which other mountain bike areas are measured.?


Forest Supervisor Christopher Worth ruled that the project is consistent with the Mt. Hood Forest Plan and the Timberline Master Development Plan and will help the Mt. Hood National Forest continue to provide an array of recreation opportunities to various age groups, skill levels, and interests, the Forest Service said in a press release announcing its decision.


?Timberline Lodge and Ski Area were envisioned by its founders as a place where Oregonians would enjoy the benefits of four season active recreation, in the world-class alpine setting represented by Mt. Hood,?? Worth said in a statement released by the Forest Service. ?FDR (Franklin Delano Roosevelt) amazingly foresaw this potential opportunity when he dedicated the lodge 75 years ago.?


RLK, which has operated Timberline ski are for more than 50 years, plans to build out Phase 1 of the bike park early next summer and open it in the last summer. Full operation is slated for Summer 2014.


A handful of?ski area operators have announced plans for similar projects since 2011, when Congress passed the Ski Area Recreation Opportunity Enhancement Act, which expanded permitting rules for ski areas on U.S. Forest Service land to allow summertime recreation in a bid to generate year-round tourism.

Get PAID To Speak For Free! ? 12 Ways to Get Compensated For ...

Great speakers can still make money when speaking for free!In part 2 of this 3-part series, Bryan Caplovitz from SpeakerMatch, shares four more excellent tips for getting paid while speaking for free?

5. Use business cards to your advantage.

Almost everyone has a business card, so how can you use yours to help gain publicity? When accepting an engagement for free, tell the planner that you will do so under the condition that they place a business card on every seat in the room. That way, when people sit down and listen to you speak, and like you (I am assuming you are good at what you do?otherwise you wouldn?t be reading this), they can pick up your card and keep it with them for the future.

Next time these people need a speaker or know someone who needs a speaker, guess whose business card they have without ever meeting you one-on-one? That?s right ? they have all your contact information in their Rolodex, which will hopefully lead to more engagements and money for YOU in the future.

6. Use your audience as a source for leads.

When other people say you?re good, it means about 2000% more than you saying you?re great.

If you are looking to increase your speaking engagements, one of the most popular ways of doing so is through networking and word of mouth.

Asking friends or others if they know of anyone who requires an engagement speaker can be quite tedious and boring. So next time you are giving a speech for ?free,? use the audience to help give you referrals.

The first thing to do is to let the audience know that you are doing this pro-bono. When they hear this, they will wonder why you would be willing to do such a thing. Explain to the audience that you have an evaluation that you would appreciate them filling out. In the evaluation form (which could be placed on every seat, or handed out upon entrance/exit to the venue), ask them to rate you as a speaker.

Many people will be willing to give you constructive feedback on your presentation. Once you have people drawn into your survey, include a question regarding whether they know of anyone looking for speakers. It also helps if you can promise a reward for any referrals that lead to more business.

In addition to the referral section, include a section for people to sign up for your internet newsletter or online e-zine, in which you will keep them up-to-date with your speaking engagements and booking opportunities.

NOTE: When getting referrals, ask for names, phone numbers, and mailing addresses. DO NOT even bother asking for e-mail addresses or fax numbers The last thing you need is to be accused of sending spam or unsolicited faxes. These practices can really tarnish your reputation. Once you have an existing relationship, and obtain permission, e-mail and fax are great communications tools.

7. Don?t give out notes.

When you are speaking, do not print handouts or notes of any type for the engagements.? Let people know that they are more than welcome to take their own notes throughout the duration of the speech, but also make the notes available on your website, and encourage them to visit your site.

Hopefully people will go home, get on the internet, and start visiting your site.? This is a great way to keep yourself differentiated from other speakers and build a fan base.

To encourage visitors, DO offer a promotional item with your contact information to every attendee. Pens and pads are fine, and pretty standard; this is a great place to be really creative. Use your imagination to come up with something that people will want to keep on their desks. Even better, come up with something they?ll want to show to others.

One speaker I know gives out small mirrors with her contact information printed on the plastic frame. The frames are designed to attach easily to cubicle walls. Because she works with customer service professionals who spend their days in a cubicle, these are a big hit. Her message, that ?people can actually hear your smile over the phone? makes her gift especially purposeful as well.

8. Sell your products and services before, during, and after the speech.

This one probably doesn?t even need to be on the list, but some new speakers fail to understand that speaking is always about selling. Speak for free, sure, but let your audience know that you are more than a speaker.

You don?t need to do a hard sell. I don?t even think you need a soft sell. But you should clearly communicate that you are an expert, and make it clear that you earn money in ways other than speaking.

No matter what you speak on, you should have a consulting fee. If someone wants to get your professional advice, be prepared to offer it ? for a fee! I?m not saying that you shouldn?t answer questions for free, but there?s nothing wrong with working out a day of consulting.

If you do have resources that can be purchased at the back of the room, make sure to ask for permission from the venue coordinator before you make a sales pitch. Any kind of audio or data CD, resource kit, or even a DVD of previous speeches (that can be recorded for free? refer to tip #1) can be sold.

Some items cost pennies to reproduce and can often be sold for hundreds of dollars? that is almost pure profit!!!

Major Pediatric Group Throws Support Behind Emergency ...

Emergency contraception is safe and effective for teenage girls, and pediatricians should push for increased access to this type of birth control, regardless of age and insurance, according to the American Academy of Pediatrics. The organization issued a new policy statement on Monday.

"Emergency contraception should be available, and it should be available over the counter," Dr. Cora Collette Breuner, a professor of pediatrics at the University of Washington School of Medicine, told HuffPost. "Education should be provided in the pediatrician's office ..."

Currently, girls under the age 17 must get a prescription for emergency contraceptive pills.

Emergency contraception is the only contraceptive method that can help prevent pregnancy after intercourse, when taken within five days of unprotected sex or contraceptive failure. FDA-approved formulas of the drug, often called the "morning after pill," include Levonorgestrel, which goes by the brand names Plan B One-Step and Next Choice One Dose, and ulipristal acetate, brand name Ella.

Though the exact mechanisms differ, the pills work by preventing a woman's body from releasing eggs. Other available forms of emergency contraception include certain combinations of hormonal birth control, although this is considered an "off-label use," or implanting a copper IUD.

According to the new policy statement from the AAP, the United States' major pediatric organization, nearly 45 percent of 15- to 19-year old girls in the U.S. have had sex, and adolescents are at particularly high risk of skipping birth control pills or failing to use contraception.

"Cognitively, teens tend to be very concrete -- they make decisions based on 'right now'," Breuner said. "They can be impulsive."

Thus, one focus of the new policy statement is the importance of writing a prescription before it is needed. A 2010 review in the Journal of Pediatric and Adolescent Gynecology of seven trials concluded that advance prescribing decreased the time before usage, making the emergency contraception more effective, and did not increase sexual activity among teens.

"From a strictly scientific point of view, there's not much controversy -- the medicine is pretty safe and pretty effective," said Dr. John Santelli, a pediatrician and chair of the department of population and family health at Columbia University's Mailman School of Public Health. "To say that emergency contraceptive is controversial goes back to the fundamental issue that many adults in this country are uncomfortable with adolescent sexuality and sexual behavior."

In December, U.S. Department of Health and Human Services Secretary Kathleen Sebelius denied an application by Teva Women's Health Inc., the pharmaceutical company that manufactures Plan B One-Step, to make the drug available over the counter for all women of reproductive age.

Breuner stressed that the current scientific literature has not definitively shown that greater use of emergency contraception would affect rates of unintended teen pregnancy. In the U.S., teen pregnancy rates have been on the decline -- in 2011, nearly 333,000 babies were born to 15- to 19-year-old women, an all-time low in the age group -- but they are still significantly higher than those in comparable industrialized countries. Nonetheless, the new policy states that "all adolescents" should be counseled on emergency contraception in the context of discussions about sexual safety, regardless of whether teens are sexually active.

"As pediatricians, our job is to help make sure adolescents have healthy, productive lives with families that they plan," she said. "Our job is to [explain] that there are options out there. Knowledge is power."

Leaders call for end to Congo rebel advance

SAKE, Congo (AP) ? Regional leaders meeting in Uganda on Saturday called for an end to the advance by M23 rebels toward Congo's capital, and also urged the Congolese government to sit down with rebel leaders as residents fled some towns for fear of more fighting between the rebels and army.

The leaders called on M23 rebels to vacate the city of Goma within two days and for local police recently disarmed by the rebels "to be rearmed so that they resume duty," according to a statement issued by the regional bloc called the International Conference on the Great Lakes Region.

M23 is made up of hundreds of officers who deserted the Congolese army in April. Since then the rebels have occupied vast swaths of territory in mineral-rich eastern Congo. The rebels accuse Congo's government of failing to honor the terms of a 2009 peace deal that incorporated them into the national army. The rebels took Goma without much of a battle, with the Congolese army fleeing in disarray and U.N. peacekeepers holding fire.

M23 leaders insist they will attempt to capture the Congolese capital of Kinshasa if Congo's President Joseph Kabila does not negotiate directly with them.

The regional bloc encouraged Congo to "listen, evaluate and resolve the legitimate grievances of M23," according to the statement out of Uganda's capital, Kampala.

Leaders for the rebel movement said they were in Uganda on Saturday, however, Ugandan officials said M23 representatives were not invited to the summit and denied reports that Jean-Marie Runiga, the M23's political leader, was in the country for separate negotiations with the Ugandan government.

"This is a summit for regional leaders, not a negotiation meeting. The rebels cannot be in the summit," said Okello Oryem, Uganda's deputy minister of foreign affairs.

The Rwandan president was also not at the summit, despite reports by the U.N. that the country, along with Uganda, is helping to back the rebel movement. The two countries deny the charges.

In eastern Congo, hundreds of residents in the towns of Sake and Minova walked toward a nearby village on Saturday to avoid more fighting between rebels and the army, who they accuse of looting and rapes.

A resident making the eight kilometer (5 mile) walk to Kirotshe said that soldiers from the U.N. peacekeeping group in Congo, known as MONUSCO, told them to leave Sake.

"They told us the army might attack again at Sake," said the resident who spoke on condition of anonymity for fear of her safety. "Soldiers from MONUSCO told us all to go to the hospital."

The U.N. soldiers, however, would not confirm that they had told locals to take refuge in Kirotshe or whether they thought the army would attack.

A surprise attack by the Congolese army on Thursday afternoon pushed the M23 rebels out of Sake for a few hours. By the evening, however, M23 fighters had recovered the town and forced the government troops to flee 25 kilometers (15 miles) south to Minova, on the shore of Lake Kivu.

Locals in Minova on Saturday reported that the retreating army troops had gone on a rampage on Thursday and Friday nights.

"Things are not at all well here," said Mousinganga Siprian, an elderly resident of Minova leaning unsteadily on a makeshift crutch. "There are very many soldiers here now. They have looted, they have killed, they are raping our women."

A U.N. source in Minova confirmed that the government soldiers had looted and raped on both of the nights they had spent in the town since their retreat from Sake, but spoke on condition of anonymity because he was not permitted to speak to the press.

The soldiers milled in the streets of Minova, drinking black banana beer and standing on grassy banks or walking among the local population. Many were drunk and aggressive, and the atmosphere between fighters and civilians was extremely tense.

The army commander, Gen. Lucien Bahuma, would not comment on the behavior of his troops when contacted by telephone.

Sake residents settled in for their third evening away from their homes on a road running into Goma.

A World Food Program distribution was taking place, but the displaced people on the roadside said they were unsatisfied with the support they were getting.

"They are giving out food but only bit by bit," said Jacqui Nadaje, clutching a bright orange washing bowl full of clothes. "This is the first time (the WFP) has come here. We need more support from these agencies and the international community. We need shelter and water, but above all we need food. We are all very hungry."

The regional leaders in Uganda's capital said The U.N. peacekeeping mission in Congo, or MONUSCO, is to occupy and provide security in the "neutral zone between Goma and the new areas occupied by M23." It also called for the creation of a "composite force" to guard Goma's strategic airport that would feature soldiers from other African countries as well as M23 and the Congolese national army. Regional governments are considering dispatching a "natural international force" to eastern Congo, but it remains unclear when it would materialize.

South Africa offered Saturday to contribute some money toward the force, but only Tanzania has offered troops so far. Angola and Kenya, which are eligible to contribute troops, have not announced their offers.

Results of a new study by researchers at Columbia University's Mailman School of Public Health indicate that a developmental pattern of impulsiveness in young males is linked with gambling problems in late adolescence. Respondents considered to be in the high impulsivity track as early as first grade doubled the odds of meeting criteria for at-risk/problem gambling, and tripled the odds of meeting criteria for problem gambling. The study is the first to link a developmental pattern of impulsivity -- defined as a tendency to make rush decisions without carefully considering potential negative consequences -- and late-adolescent gambling. Findings appear online in the journal Addiction.

The researchers studied 310 predominately African American (87%) and low socioeconomic (70%) males from first grade to late adolescence in an urban community in Baltimore, Maryland. Ratings of classroom behavior were based on a Teacher Report of Classroom Behavior Checklist and included items such as waits for turn, interrupts, and blurts out answers. Annual assessments were made from ages 11 through 15. Students fell into two distinct trajectories: 41% of the sample had a high impulse trajectory and 59% a lower impulse trajectory. While impulsivity tended to decline as the boys matured, those with high level of impulsivity in first grade were far more likely to remain among the 41% at adolescence.

Gambling behavior was assessed through interviews with students at ages 17, 19, and 20. Self- reported gambling behavior was assessed using the South Oaks Gambling Screen-Revised for Adolescents. The investigators found that boys in the high impulse trajectory group were twice as likely to meet the criteria for "at-risk" gambling behavior and three times the risk for the risk for problem gambling.

Over all, two-thirds of the boys in the study (67%) reported they engaged in some gambling, 20% met criteria for at-risk gambling, and 9% met the criteria as problem gamblers.

"Our findings reveal that there is a considerable link between youth impulsivity in the younger years and gambling issues as older teens," says Silvia Martins, MD, PhD, assistant professor of Epidemiology at Columbia's Mailman School of Public Health. "This has important implications and provides clear research support for targeting impulsivity to prevent youth problem gambling."

While other research has shown a connection between impulsiveness and gambling, those studies measured impulsivity at a single point-in-time and gambling either concurrently or at a later point-in-time, rather than linking gambling in the late teens to traits of impulsiveness as early as first grade. The earlier studies also based their findings on a predominantly white population sample. What further sets the current research apart is that it specifically considers socioeconomic status of urban minority youth, a population that is disproportionately more likely to exhibit both impulsivity and problem gambling. "We see this as a study strength, given the small amount of research there is on the impulsivity-gambling association among urban minority populations. However, generalizations to the larger population should be made with caution," warns Dr. Martins, principal investigator on the research.

"We also chose to base our study on males only because females tend to exhibit lower levels of impulsivity and show different patterns of development compared to males," observed Dr. Martins.

Noteworthy, too, is the fact that the Columbia researchers used teacher-reported assessments rather than participants' self-reported measures of impulsivity as was the case in earlier works. "Teacher ratings of youth impulsivity tend to be more consistent and reliable for predicting future psychiatric disorder diagnoses compared to adolescent self-reports," says Dr. Martins.

"From our findings we see that teaching impulse control early in elementary school may have a long term benefit in decreasing the likelihood of youth following an elevated trajectory of impulsivity."

4th defendant faces sentencing in Ohio bomb plot

(AP) ? A fourth defendant faces sentencing in a failed bridge bombing plot in northeast Ohio, a day after three co-defendants received prison terms of eight to 11 years.

An attorney for Anthony Hayne, 35, asked for a delay to study Tuesday's sentences, but U.S. District Judge David Dowd in Akron said no.

Hayne, of Cleveland, pleaded guilty in a plea deal seeking leniency. He was scheduled to be sentenced on Wednesday. The three co-defendants pleaded guilty later but without plea deals.

The three sentenced Tuesday, including the alleged ring leader, plan to appeal their sentences. Their attorneys had argued for sentences in the five-year range.

A fifth co-defendant is undergoing a psychiatric exam at a federal prison outside Boston.

The FBI said no one was ever in any danger. The device was a dud provided by an FBI informant.

The suspects are described by the government as self-proclaimed anarchists who acted out of anger against corporate America and the government. The defense attorney has called the investigation a case of entrapment, with the informant guiding the way.
